How it works

From first step to measurable progress

A practical route, clear tests at every level and a score you can calculate yourself.

The route · Section 10

Eight steps to put it to work

  1. Define your scopeWhat you do, where, and what you leave out, with reasons. Q01
  2. Screen all forty requirementsFind serious harms and current obligations first, then decide what applies. Q05–Q07
  3. Put essential controls in place nowSafety, pollution, emergencies. Never wait for a higher level. Q14 Q17 Q20
  4. Assign responsibilitiesName owners, deputies and the authority to stop unsafe work. Q03
  5. Choose a few useful objectivesEach with a baseline, a target and a way to check success. Q10
  6. Carry commitments into practiceThrough instructions, purchasing requirements and checks. Q11 Q26 Q27
  7. Assess Level 1, then higher levelsScore each requirement 0–3 and keep the gaps visible. §7
  8. Review and report honestlyLeadership reviews results, signs the declaration and sets next priorities. Q38–Q40

The five levels · Section 4

Each level answers one question

L1DocumentedAre suitable arrangements defined for everything that applies?
L2ImplementedAre they used in real work, shown by dated records?
L3MeasuredDo we reliably know how well they work?
L4ImprovedHas a change demonstrably made things better?
L5SustainedDoes it last through change and successive review cycles?

Scoring · Section 7

Transparent scoring with built-in safeguards

Score each applicable requirement from 0 (absent) to 3 (complete). Do it by hand or with the optional Excel tool.

Level score = 100 × points achieved ÷ (3 × applicable requirements)

A level is achieved when all eight gates pass. The averages never hide a missing safety control or a serious problem.

G1Level score at least 70
G2Every topic at least 50
G3No requirement scored 0
G4Critical requirements at their minimum
G5Nothing unanswered or unresolved
G6Every lower level achieved
G7Management declaration signed
G8No open critical blocker

77.8

LEVEL 2 · NOT ACHIEVED

Worked example from the standard: 84 of 108 possible points gives 77.8, above the threshold. But one safety requirement scored 0, so gates G3 and G4 fail. The result shows the score and the reason, never the number alone.

Thresholds are pilot values in Draft 0.2 and may be adjusted after the pilot.

Honest results · Section 9

Know where you stand. See what comes next.

Every result reports five signals side by side: the maturity level and score, your real performance indicators, how complete your evidence is, how the assessment was done, and the gaps still open. They are never merged into one "sustainability percentage".

Self-assessed results always carry their basis: "Based on the organisation's declared responses and evidence. No independent third-party verification performed." Use them in tenders and with business clients, with that disclosure.
